Project Updates

Summer 2026

Construction continues with excavation along the roadway realignment footprint, subgrade grading and density-controlled embankment, storm sewer trunkline, lateral, manhole and inlet work and widening of the existing culvert near the east project limits. Work also includes utility infrastructure installation including bores, open trench and electric pull boxes, lateral installation between the roundabout and IH-35, and Frontier fiber installation.

Upcoming work includes Goforth water and sewer improvements and continued earthwork, subgrade, and embankment activities. The contractor continues working around the existing gas line, while roundabout work remains paused due to the ongoing roundabout analysis.

Overview

The project will expand the roadway to four lanes, improve intersections, extend the culvert at the Richmond Branch low water crossing, and add modern drainage facilities. Once complete, this investment will provide a safer, more efficient roadway that supports Kyle’s continued growth.

2022 Road Bond Update

Per City Council direction on July 7, 2026, we are conducting updated traffic studies to reevaluate intersections throughout the City of Kyle. A recommendation will be provided once updated data has been collected and analyzed. Pedestrian facility is also being evaluated. Due to these ongoing evaluations, current plans are subject to change.

  • Length: Approximately 0.6 miles

    Location: From IH 35 Northbound Frontage Road to Purple Martin Avenue

    • Widening the roadway to add a center turn lane, shoulders and space for mailboxes

    • Constructing intersection improvements at Cherrywood, Indian Paintbrush Drive, and Purple Martin Avenue

    • Constructing culvert upgrades and drainage improvements

  • Construction funded by the City of Kyle’s 2022 Road Bond

    Total Project Cost= $15.1 M

    • Construction: Spring 2026 -Summer 2027

  • The Windy Hill Road Improvement Project will reconstruct and widen the existing roadway while addressing drainage and flooding concerns through culvert and stormwater upgrades. The project also includes intersection improvements at Cherrywood to enhance safety and traffic operations. Once complete, these enhancements will improve traffic flow, increase safety, and provide long-term reliability for this important east-west connection. 

  • The project extends approximately 0.6 miles from IH 35 Northbound Frontage Road to Purple Martin Avenue. This section of Windy Hill Road serves as an important east-west connector between residential neighborhoods and IH 35. 

  • The planned improvements include: 

    • Widening the roadway for two travel lanes in each direction, along with dedicated center turn lane to accommodate higher traffic volume 

    • New pedestrian facilities to improve safety and mobility for all users   

    • Construction of intersection improvements at Cherrywood to enhance safety and traffic operations  

    • Improved drainage infrastructure through construction of storm sewer and culvert extensions helping manage stormwater more efficiently and protect the roadway 

  • Windy Hill Road currently experiences capacity limitations, safety challenges, and drainage issues due to increased traffic and aging infrastructure. These improvements will enhance safety, improve traffic flow, and address flood-prone areas to ensure the roadway meets both current and future transportation needs. 

  • The Windy Hill Road Improvement Project is funded through the City of Kyle's 2022 Road Bond Program (Proposition A), approved by Kyle voters in November 2022. Proposition A authorized $294.4 million in funding to construct, expand, and upgrade roadways and infrastructure across the city, with eight roadway projects totaling 10.3 miles. The estimated construction cost for the Windy Hill Road project is $15.1 million. Cost includes project design, right-of-way acquisition, utility coordination, and construction.   • Preliminary analysis for the Windy Hill Road Improvement Project began in 2024. Design and environmental analysis are complete, and construction is currently underway. Construction is anticipated to be complete in Summer 2027. 

  • Residents and drivers along Windy Hill Road can expect temporary lane restrictions, construction equipment in the roadway, and some delays during active work hours. Driveway and property access will be maintained throughout construction. The reconstruction of the Richmond Branch low water crossing may require temporary restrictions to that segment during key phases of work. All impacts will be communicated in advance through posted signage and updates at KyleRoadBonds.com. Once complete, the improved low water crossing will significantly reduce flooding that has historically caused road closures during heavy rain events, providing a more reliable route for residents year-round. 

  • Before construction begins, "Coming Soon" signs will be placed along the roadway to notify the community of upcoming work. The project team will continue coordinating with utility providers and finalizing construction schedules to minimize disruptions. Once construction begins, the City's Road Bond Website will share regular updates on traffic impacts, detours, and progress milestones.
