Limits: I-35 Frontage Road to Purple Martin Drive
The project will expand the roadway to four lanes, improve intersections, replace the Andrews Branch low water crossing with a new bridge, and add modern drainage facilities. Once complete, this investment will provide a safer, more efficient roadway that supports Kyle’s continued growth.

October 2025
The project is in the right-of-way phase. 100% PS&E, PS&E (Plans, Specifications, and Estimates) is a special package of detailed documents that engineers create before a road improvement project, was approved on April 4, 2025. Bid-ready plans are expected October 15, 2025. The project reconstructs and widens 0.6 miles from Purple Martin Avenue to the IH 35 northbound frontage road into a 4-lane arterial.

2022 Road Bond Program Open House
September 2025
Design is underway to widen Windy Hill Road into a 4-lane divided roadway. This project will increase safety and mobility for the eastern side of Kyle by adding capacity and modernizing the roadway. Current focus includes traffic analysis, roadway geometry, and early PS&E preparations. The project remains on track to advance through design stages.
